Project Development Engineer – ESPC

The Federal Project Development Engineer is the lead auditor and developer for energy efficiency and renewable energy projects consistent with the requirements of Clients federal government ESPC contracts. This position requires high customer-facing acumen and project management experience that will interact and communicate with the Federal Government on a regular basis. The Federal Project Development Engineer will work alongside key account executives in sales, and leadership such as the Director of Federal Programs and/or Directors of Engineering. The Federal Project Development Engineer also mentors and trains other team members, as required.
Our Federal Project Development Engineer contributes to the team by:
- Leading teams performing on-site energy efficiency audits focused on all DOE FEMP Technical Categories, including electrical, mechanical and water systems, control systems, and opportunities for the use of renewable energy toward the achievement of federal resiliency and sustainability goals.
- Completing historical utility billing analysis and facility benchmarking analysis.
- Leading meetings with customers and contracting offices to advance projects through the contractual phases of a federal ESPC.
- Managing all data requests from initial discovery and/or RFIs to comment and response reviews on formal submissions with the Federal Government.
- Developing preliminary designs based off information gained during on-site audit, and recommend Energy Conservation Measures (ECMs).
- Completing ECM energy calculations, savings projections and ECM narrative descriptions.
- Maintaining accountability for Utility incentive calculations, completing incentive applications and managing the utility incentive process though receiving incentive payment.
- Developing and implementing data logging (collection) plan to capture equipment operating times, flows, energy consumption, temperatures, etc. Utilize this information to help shape project scope and justify measurement selection.
The core components needed to be successful in this role are (i.e. must haves):
- A Bachelor’s degree in Mechanical, Electrical or Energy Engineering
- At least 5 years’ experience as a project development engineer lead on federal ESPC projects
- Advanced Degrees and/or Additional Education in Renewables or Microgrids
- 10-15 years’ energy efficiency experience across all sectors (C&I, MUSH, etc…); Specific Microgrid and/or SCADA experience. Experience with Utility Sponsored Energy-Efficiency Rebates
- Professional Engineer (PE) License
- Certified Energy Manager (CEM) Certification
